Other than Zexion and like, Larxene, the Organization members in CoM were slightly hideous (we still love 'em, though), but KH fans FEAR hetero pairings, zomgz, and people were too busy pairing Zexion up with Lexaeus to even start giving a damn about the Axel/Zexion possibilities.
And Marluxia and Axel were always bickering back and forth in CoM...which fic-writers take to a new level, basically, if ya know what I mean.. And plus, Marluxia and Axel would have more...vigorous, desperate, and explosive sex. The hot kind of sex, I mean. The ones you're looking for when you watch porn or whatever (not that I have any experiance in that department). Roxas and Axel, on the otherhand, would seem to have passionate sex or whatever the hell those Nobodies could cook up, seeing their lack of heart and such...People prefer reading one over the other--whatever floats their boats.
So, thus, we have Axel with Marluxia and Roxas (among a few). They're the main dudes people pair Axel up with, in my opinion.
Marluxia is manipulative--if things don't go his way, he throws a little fit. He seems to be the jealous-type.
And Axel would pick Roxas over Marluxia anyday.

Axel luffles Roxy. Marluxia goes on an envious rampage. Marluxia manipulates Roxas into dirty deeds. Roxas is confused. Marluxia bitches to him how Axel is an idiot for going for some wuss like Roxas. Roxas is still confused. Marluxia snarls. All is bad.
SEE? ANGRY!FIC CHEMISTRY.
If people can come up with stuff like Zexion/Demyx (WHICH WILL FOREVER BE THE BEST THING SINCE SLICED BREAD), Lexaeus/Vexen/Xaldin (...well, it was a parody), etc, why not THIS? Seriously. Marluxia and Roxas are PRETTYOMGZZZ, which should convince people in like, a second. Marluxia and Roxas are always paired up with a certain redhead (and I know it's kind of like pairing Demyx up with Lexaeus, since they're both usually paired up with Zexion, just for the hell of it, but think about it!). Marluxia is a jerk who likes taking advantage of small people (COUGHNAMINECOUGH). Roxas is clueless.
Again, think about it.
