Anyhow, you seem awfully desperate for feedback. That's okay. I'm a comment pig myself.
Well, let's see. The details that you put in are great. I love details. I can't dress my characters in anything plain. It almost always has to be something practically out of a Lord of the Rings costume closet. So, that right there earns you brownie points, m'dear.
You already know that the hands need some work, and that's good. When you realize what needs fixing by seeing it with your own eyes, that's a good sign. Just practice a bunch. I swear, it helps. I find that it is very helpful if you find your favorite manga or artist and try and imitate drawing their style in hands. (For example, some people like BLEACH's Kubo Taito likes to draw in fingernails.) Then look at your own hands and draw them as you see them. And try to make the poses look natural. Just draw the rough skeletal structure and then expand upon that.
Um...in addition to the hands, you might want to work on the feet a little too. You can cheat by giving them insane shoewear (i.e. Kingdom Hearts. Have you seen the giant Mickey Mouse shoes that they wear?) or do the same sort of thing I mentioned about the hands.
The facial expression is good, and the pose works. But something that you could look into possibly changing is the way the fabric of her costume flows. Clothing naturally wants to drape down, and given the way the folds work in this picture, I'd assume it was something very stiff and scratchy, because it bubbles out and is kind of bulgy. Have it drape from key points (like the end of her chest, her shoulders) and just let it hang, maybe gather at her hips.
Just experiment with what you like. Find other artists whose art you like and see how they do costumes (and those accursed FOLDS), hands and feet and stuff like that. Just make like scribbly notes and then work on them.
