Okay here's the deal. I like this guy... I never really talk to him but I listen in on conversations and whatnot... I want to tell him I mean he's nice enough to me. But since he's popular and most of the popular guys hate my guts..... That's the problem
Should I tell him I like him?

If I were you, I would just try to converse with him a bit and find an appropriate time to tell him. But, yeah, you should; otherwise, you will regret not telling him.

The problem is ... guys will take hints the wrong way, or they won't get them at all.
Sometimes you really have to spell it out for them.

You mean like if I were to make a sign on looseleaf in red marker saying "I LIKE YOU!" He may not get it?

well if you expect him to say no
then it wont hurt your feelings that much if he does say no
but if you dont want to risk it then dont
