moving to the CAL.
Also, usually people who make lottos tend to give a larger prize if it's a 14K entry. Something more along the lines of winner getting 10K, second place getting 5K, third place getting 2.5K, and as the lotto creator you'd get the same prize as third place. So, your lotto seems, poorly designed.
