To the people who haven't played Borderlands 2 (which was made in 2012...so lets just sink that in for a second), Anywho SPOILERS!
Okay...so Roland died in the events of Borderlands 2 so in his honor, they built a statue of his likeness to look after the world of Pandora. With this, a small village was built around and under the statue. It has a ammo and gun station there along with a car station.
