I'm planning on making a 4e campaign based on zOMG and want to make an NPC, but i'm not sure how to make multi-class characters on the builder or a sheet.

as far as NPCs and monsters go you can very easily just say it's a multiclass character, and give it powers (if you expect it to take part in combat. if the NPC's not going to be in combat you can usually just end at the saying) that get the feel of both classes. or if you want to be a little more faithful to the mechanics of the classes, rather than just the feel, follow the rules for NPCs with classes in the DMG, and just pick one or two class powers it's entitled to from the secondary class.

I don't think 4.0 multiclassing (for PCs) is actually difficult at all, once you 1.) Know how to do it, and 2.) How to do it right.

The difference between the two is, 3.5 multiclassing allowed you to pull off some really neat tricks, and/or quick prereqs for prestige classes. 4.0 multiclassing allowed you to multitask your battlefield role, especially to fill the void of any lacking combat roles.

Of course, a universal use for multiclassing for either edition, is to round out your character, and rather than overspecialize him/her, you give your character more leeway to do other things, from your 3.5 rogue/wizard with awesome stealth AND invisibility, to your 4.0 fighter being able to heal on short notice :3

BASICALLY what i want to do is make a guide character for a zOMG-styled 4e campaign
so why do you need multiclassing? what's wrong with just using the rules for making a custom monster and/or making a monster an NPC? talking about multiclassing and hybrid really sounds like you're trying to make a PC, which is more work than you really have to put into an NPC.
