Megaman question

i have reached a stumbling block in megaman battle network 5:team colonel. i am on the ship and need an 8-digit pass to get to the next room and my only clue is "double 1 & nine too tonight makes eleven" can you help please?

I think remember that part of the game vaguely.

If I remember correctly, by "too" it means "2", and by "tonight" it means "29"

So then altogether, it's 11922911
