I have a couple more questions.
- Can I have more info on PA's? Where can I find a guide for them? Also, will I be able to take 2 to start, as a Student?
- It says that Students don't have access to Reductions of any kind. But what counts as a Reduction? Would I have access to my bloodline ability to learn certain elemental jutsu 1 post faster?

Yes you'll still start with 2 optional PAs!

A reduction is any bonus that reduces the time it takes to learn a technique/complete a mission. Your Bloodline ability will not work until you graduate into a Genin.
Okay, so by that same logic, any PA I took that granted a reduction, would also not be useable until Genin?


Correct! Bear in mind that you'll only be able to learn E-Rank tech as a Student which only take 2 posts of learning per technique anyway. And missions are a minimum 5 posts.
