Anatarei: Its the same general levels and such but the spells are a little different and feats and stats are big time different. Plus I more or less like to see how the same character fits into different parties and if he meshes or not. Its fun and experimental.

Makes sense.

I'm not 100% sure on what you are asking. But you picked rolling your stats. So no you cant use point buy now.

The point buy system is explained on page 169 of the Dungeon Master's Guide. Unfortunately, it's not reprinted in the SRD.

The system is designed with the idea of giving every character a semi-even footing, and to avoid lucky and unlucky dice rolls.

All abilities start at 8. You have a pool of points (IIRC, for this game, it's 32). Each point spent to raise a stat up to 14 is spent on a one-for-one basis (that is, it costs 6 points to buy a 14). A score of 15 costs 8 points, a score of 16 costs 10, a 17 costs 13 points, and 18 costs a whopping 16 points.

Personally, it's my favorite character generation system for 3.5.

Also, I'm pretty sure Rock's right - once you roll, you forfeit the choice of point buy, which is why I didn't bother to roll at all.

You're missing one stat roll, but if it's as bad as your current rolls, you legitimately qualify to reroll stats, as per the standard ability generation rules of the PHB (no stat above a 13).

Your totals right now are 13, 7, 13, 10, 12. If you manage to not roll above a 13 on your last stat, you'll get a reroll.

And yes, you should roll for every stat. You're getting to forsake two of your ability scores - why wouldn't you chose to roll a total of 6 so that you can dump the lowest ones?

Edit: Also, rereading the DM's first post:
DM
Ability Scores*: 32 point buy OR 4d6, drop the lowest, 7 times.
xxxxxxxxxx* If you roll, you cannot choose point-buy. If you roll and get no score above 13, or a total modifier of +1 or less (after dropping the lowest roll) you may re-roll.

You should generate 7 stats, drop the lowest of those, and you still may get to reroll if you generate no ability higher than 13. So, in other words, if you roll your two additional stats and get two 17s, you can just ignore the 7, put the 10 in CON (which disappears), and the 12 in STR and be really well off.

If I feel like doing an RP charrie. I'll roll.

If I'm being more strategic I'll use the Point buy.

Again, as Rock and the DM said, if you roll your stats, you can't then choose to go to point buy.

As for your Charisma casting stat question, there is the Dread Necromancer class from Heroes of Horror, that would use Charisma as its primary casting stat. Alternatively, you could use the Sorcerer and just take appropriate necromancy spells.

Explain the Dread Necromancer, please. I decided to give my rolls a big middle finger, since they merit that right now. I deleted the posts, so please, let's move on.

It's a spontaneous specialist class, like the Warmage and Beguiler, that focuses on necromancy spells and gets handy negative energy abilities. It's Charisma based for a casting stat and gets wizard and cleric necro spells on its arcane spell list. It can be found in Heroes of Horror.
