It's NOT a roll-low system, though. If you have two characters with an FA of 5 and a FA of 7 and they both roll a 4, they do better. If one of them rolls a 5 instead, they do better than the 4 did.

If the FA of 5 rolls a 5, and the FA of 7 rolls a 6, the 6 did better than the 5.

It's like Blackjack. You need to get as close to your number without going over.
