Say, most Eberron campaigns are set in 998YK, two years after the Treaty of Thronehold. Is that the case here?

that sounds about right. Also, I was planning on starting things of in Sharn. Do any characters belong to the Clifftop Adventurer's Guild, morgrave University or the like? As far as action points go. I usually stick to standard rules as far as those. so that means that......everyone has 6 action points at the start, plus those you get for feats.
