 I think it's subtle things like that that a majority of people miss. Yes, he's got a harem of "wives" but Negan never forced himself on them. He offered them a choice, they could work for their comfort like all of the other Saviors or they could have the sense of extra security by earning a special place by his side.
He wasn't happy when he found his guy about to rape Sonya while she was in their captivity. Heck, if a knife through the neck doesn't get the message across that Negan doesn't approve of forcing a woman to do something she doesn't give consent to, I don't know what will.
