The port Harbor, a major hub for ocean based trade for the region, and is busy most days with ships coming in with trade, supplies, or people. While New Houston has been more successful in restoring use of some technology, unfortunately Naval Vessels of any scale was not one of them and has been reduced to retrofitting their drydocks to produce new sailing ships, both merchant ships and militaristic ships.
