The three Johto Beasts aren't quite either cats or dogs.
All three have two animals they're most like, one a canine and one a feline. But Raikou is more catlike and Entei is more doglike. (Suicune doesn't appear to have enough distinctions that would put it under either more catlike or more doglike)
