While he has some legendary~esque characteristics, I don't think Nintendo officially classifies him as a legendary and he differs from real legendaries quite a bit. So, no, there's no reason to think he is.

Yes and no.
Yes because there's only one real way to get it w/o trading or cheating. No because Lucarios can be bred to reproduce more Riolu.

Even reasoning that this makes him pseudo-legendary is kind of weak, otherwise you'd have to throw other pokemon in there. For example, many pokemon in the 1st gen could only be acquired one way in the game. Granted, they've given you other ways since but if that's a criteria that can be taken away so trivially then it's not a very good one. Quote: No because Lucarios can be bred to reproduce more Riolu. The #1 piece of evidence that Lucario isn't legendary comes in the form of regular pokemon trainers using them in the normal story.

So, no, there's no reason to think he is. wekk hey heres my reasoning. lucario is in a legened and he is the only pokemon that can see aura and lengenday pokemon have a special attribute so i have my reasons to believe he is xd

Sure Manaphy can breed. Its the only Legendary that can. The Phione it produces DON'T evolve however.

It is unique in that it can breed even though what it produces is Phione. Phione doesn't evolve into a Manaphy, no evolution takes place.

he's kind of a legendary but kind of not at the same time, coz somebody gives an egg to u that hatches into Riolu, the prevolved form of Lucario. i consider him half and half

Now, lets consider for a fraction of a second that lucario is legendary...
If so, what stats stand out?

Thats it
Most legendaries have high of ALL stats (At least all UBER legendaries do)
So in that perspective, he is not.
I admit, he is FREAKING AWESOME
I use one on my team ((Unfortunately, its haxed max IV's (Always are...)))

A good question, indeed! If you think of Lucario as a Legendary, then you probably have seen "Lucario and the Mystery of Mew" (I have and I thought it was legendary, too until I played Daimond/Pearl). Lucario actually may be somewhere between "Pro" and "Uber Non-Legendary" just like the hard to get Milotic and the Pokemon with no weaknesses (as in Salbye and Spiritomb). In the story mode, you can only get one (other than trading) by going to Iron Island and helping a Trainer named Riley (you'll get an egg containing Roilu and if you are nice enough to it, it will evolve into Lucario). Does that answer your question?
