okay i just went to GS and got me PEARL
havent gotten an FC for it yet, in fact there's a reason there
but i need to know where in the game i will find the vrs seeker
---on my daimond it was mere luck i found it---
plus i also need to know for when i teach my friend Jess about EV training her Pokes for battles

It is given to you on Route 207 by "Rowan's Assistant" (Dawn or Lucas). It's a required item (I don't think you can avoid getting it.)
Once you obtain the bicycle and head down the bicycle road, on the other side you'll automatically talk to Assistant. I don't think it matters which hand you choose. You'll receive the Dowsing App and the VS Seeker.
